The governing body of Cape Cod Community College is its Board of Trustees.
The Board of Trustees is responsible for long-range planning, financial resource planning, and organizational structure. The Board of Trustees has statutory authority over personnel which it delegates to the President.

Owner, Glivinski and Associates
Tammy Saben, a third generation Cape Codder, moved home from California 27 years ago. She immediately recognized that local expanding businesses needed sound, relevant financial information and solid best business practices for managing successful, sustainable entities. Thus, she launched Glivinski & Associates to fulfill that need.
The South Yarmouth team has grown to 11 professionals who manage the books, while providing controller and CFO level services to over 150 small local businesses, including 65+ non-profit organizations. The clients will confirm, that their survival of cyclical revenue streams, high costs and staff challenges were directly related to sound and feasible guidance provided by Tammy and her team.
Tammy is a high-honors graduate of Suffolk University by way of Cape Cod Community College. In 2017 she was appointed by Governor Baker to the Board of Trustees of the Cape Cod Community College, and subsequently appointed Chair. Tammy also serves on the boards for Cape & Islands United Way, is the Treasurer for Friends of Children’s Cove, a past-President of Yarmouth Rotary Club and recipient of many community awards including the most recent, top 10 of 10 Suffolk Grads, The Hyannis Chamber Patrick Butler, Citizen of the Year, and The Cape Cod Center for Women’s, Beacon of Hope.
Tammy and her husband Jim live in Yarmouth Port. They remain active sailing, skiing, cycling and more. They have 3 grown daughters and 5 beautiful grandchildren.
Senior Vice President, Chief Human Resources Officer, Cape Cod Five Cents Savings Bank
Laura Newstead has more than 20 years of executive human resources experience primarily in the financial services sector. She is the Executive Vice President, Chief Human Resources Officer for Cape Cod 5, joining the Bank in 2016, relocating from Michigan. Laura has extensive experience in the areas of human resources, talent management, benefits, and employee development.
Since joining the Bank, she has become active with Cape Cod Young Professionals and Entrepreneurs for All as a mentor and serves on the Board of Trustees for Calmer Choice. Laura is also involved at the state and national level serving on the Women in Banking Advisory Board, the Education and Management Development Committee, and the Human Resources Committee for Massachusetts Bankers Association, and also serves on the American Bankers Association’s Professional Development Advisory Board.
Laura holds a Ph.D. in Organizational Leadership from Indiana Wesleyan University and a Master of Science Administration in Human Resources from Central Michigan University. She also earned a Bachelor of Arts in Secondary Education and English from Western Michigan University. Additionally, Laura holds several Human Resources professional designations including: Senior Professional in Human Resources (SPHR) and the Society of Human Resource Management’s Senior Certified Professional (SHRM-SCP).
Laura resides in East Sandwich with her family.

Judy was born in New Bedford, MA and raised there by immigrant parents. Her first encounter with higher education was at a Community College from which she graduated, with high honors, with an Associate Degree in Business Administration. She then headed to Plattsburgh, NY where her newlywed husband and high school sweetheart was serving in the United States Air Force. There she attended the State University of NY and obtained her Bachelor’s degree in Accounting.
Her husband’s military service lead them to Spain where they lived for four years. Judy says "yes" to life, and life wants her communing with people and while traveling the world observing and absorbing the various customs and cultures, it wasn’t long before her “Yes” mentality lead to her guiding and engaging tourists on historical tours of these foreign countries. That was her side job, but by day she served the U.S. Air Force in Torrejon, Spain in a civilian capacity as a Financial Manager for Military Lodging Facilities. Her hard work and dedication was recognized by military senior leadership and she was awarded Civilian Manager of the Year for all of Europe and runner up worldwide.
Every role she has played since has been with total dedication and magnetic enthusiasm. For the past 20+ years she has Worked in the field of Human Resources Director. Currently, Judy’s tactical strategy is implemented as the Director of HR at the nonprofit organization “Homes For Our Troops”, who's mission is to build and donate specially adapted custom homes nationwide for severely injured post 9/11 Veterans, to enable them to rebuild their lives.
She was appointed by Massachusetts Governor Deval Patrick to the Cape Cod Community College Board of Trustees in 2014 which was and continues to be an honor for her given that she has first knowledge of the positive impact of a Community College education and the opportunities it leads to.
Judy is most proud of being the first in her family to graduate from college and has passed the importance of education along to her children Josh, a graduate of Cape Cod Community College and Ciara, a graduate of UMass Dartmouth. She is also proud of her service as a military spouse alongside her now retired husband, Chief Master Sergan “Gus” Barrigas, a 37 year Air Force Veteran.
When she is not serving the community, Judy can be found with her family and dogs, by the water, cooking great Portuguese food; or in her many gardens.
Retired Aviation Executive
Dave Bushy is an executive coach who works with clients worldwide. He has served on the Cape Cod Community College Board of Trustees since 2014.
He was involved in commercial aviation for 37 years, starting as a pilot and later as a Senior Vice President at Delta Air Lines and Vice President at JetBlue. He finished his executive career as President of Cape Air. Dave has served on the Aviation Accreditation Board International (AABI) and the Cape and Islands Board of the Red Cross. He is also the author of The World Looked Away – Vietnam After the War: Quoc Pham’s Story.
Dave served in the U.S. Army as an Armor and Counterintelligence officer. He was Airborne and Ranger qualified. He is a graduate of Bowdoin College in Brunswick, Maine. He earned his M.S. in Industrial Relations from the University of New Haven. He is also a graduate of the Executive Coaching Program at the Gestalt International Study Center in Cape Cod. He resides in Eastham, Massachusetts with his wife Lisa.
Chief Financial Officer, City of Brockton
Troy Clarkson is an author and speaker with more than a quarter-century of experience in positions of leadership in government and public service. He has been actively involved in his beloved Falmouth since his teen years, when he wrote and published ‘The Cove Chronicle,’ a newspaper that he sold door-to-door for a quarter and that documented the lives of his friends and neighbors.
In his 20’s and 30’s, Troy served on the Falmouth Select Board, a position he held for twelve years. There, he learned the tools of relationship and consensus building that inform his leadership approach today. His journey in local government led to executive positions as Town Manager in Bridgewater, Town Manager in Hanover, and Administrator for the Plymouth County government. He currently serves as Brockton’s Chief Financial Officer, a position he has held since February of 2019. Troy was honored by the Falmouth Chamber of Commerce as Falmouth's "Outstanding Citizen of the Year" in 2024.
Troy has published two books and writes a weekly newspaper column in the Falmouth Enterprise. He holds a BA in Political Science from Boston College, a Masters in Public Administration from Bridgewater State University, and a PhD in Organizational Leadership from Adler University. Troy serves on the board of the non-profit Carousel of Light, Inc., a Falmouth-based non-profit that owns and operates an antique, hand-carved carousel, and also serves on the Board of the Falmouth Housing Trust and the Cook Family Charitable Fund. He lives in Falmouth with his wife, Sheriff Donna Buckley.
C.E.O/Executive Director, United States Distance Learning Association
Dr. John G. Flores is an authority in the field of educational technology and telecommunications. As the former C.E.O./ Executive Director of the United States Distance Learning Association, Dr. Flores, led a global association focused on the research and application of distance learning pedagogy and evaluation. In addition, he was the former Executive Dean and Program Professor at Nova Southeastern University’s Fischler School of Education.
Prior to this, he was appointed by Governor William Weld as Executive Director of the Massachusetts Corporation for Educational Telecommunications (MCET), a Quasi-Public State Agency focused on the development and integration of telecommunication initiatives for all Massachusetts K12 schools, State Colleges, Community Colleges, the UMass System and numerous other State Agencies. Dr. Flores has also served as a K-12 Superintendent of Schools, and as a curriculum and educational technology specialist in his previous professional experiences.
Most recently, as Vice President of the Barnstable Town Council, he served on a number of Town Council committees all of which dealt with issues facing Cape Cod and the Islands. He currently is an appointed Commissioner of the Barnstable Municipal Airport. Dr. Flores continues to consult with numerous technology related companies as well as teaching educational finance and leadership courses on line. Dr. Flores received his B.S. from UMass Boston, his M.S. from Boston University and his Ph.D. from the University of Connecticut.

My name is Sara Gutierrez, and I am proud to be Garifuna from Honduras. My journey began when I moved to the United States with my family at the age of 8. It was a big change, and I faced new challenges, but I was eager to embrace the opportunities that lay ahead.
When I was 9 years old, I was diagnosed with Sickle Cell Anemia. This health condition has had a significant impact on my life, shaping my experiences and broadening my perspective. It has also deepened my desire to help others who may be facing their own struggles.
As I grew older, I discovered my passion for wellness and entrepreneurship. I started my own business called Magadié Wellness, where we create natural beauty and wellness products that are gentle on sensitive skin. Our philosophy is simple: the more natural the ingredients, the better the results. This venture allows me to combine my love for health and my entrepreneurial spirit.
Being a first-generation college student has been both exciting and challenging. After high school, I lived independently, and at times, pursuing higher education felt like a distant dream. However, thanks to the Mass-Educate Program, I realized that earning a degree was not just a dream but an achievable goal.
In 2023, I moved to Cape Cod to start my educational journey in Business Administration. This new chapter has been filled with learning experiences and personal growth. As part of my commitment to making a difference, I took on the role of Student Trustee. In this position, I strive to ensure that all students' voices are heard and valued.
Community involvement has always been important to me. Since starting at Cape Cod Community College in January 2024, I've actively participated in various initiatives:
Through all these experiences, I've learned the value of resilience and dedication. My goal is not only to succeed academically but also to leave a lasting impact on my college community.
The future holds great promise, and I am excited about what we can achieve together. As your Student Trustee, I am committed to working hard and serving you to the best of my ability. Thank you for being part of this journey with me!
Manager of eCommerce, Boston Beer Company
Joe McGrail is used to brewing up some big ideas. As the Manager of eCommerce for the Boston Beer Company, brewer of leading Craft beer Samuel Adams, he is overseeing one of the alcohol industry’s fastest growing programs. Joe and his team set the strategy to bring Boston Beer Company products directly to customers via delivery or in-store pick up – a new and uncharged territory for breweries in the U.S.
According to the Barnstable native, he owes his career trajectory to his start at Cape Cod Community College.
“I graduated from Barnstable High School, but honestly, I didn’t know if college was for me.” Joe says. “I was accepted to a university in Vermont, and ultimately decided not to attend. Instead, I enrolled at 4Cs, which was the perfect place to start my higher education.”
Joe studied Business at 4Cs, and immediately realized how smart a choice it was. He avoided the high costs of four-year college, took courses that he wanted to take, and excelled to the point where he earned scholarships that allowed him to seamlessly transfer to UMass-Amherst where he ultimately earned his Bachelors.
During his time at 4Cs, he discovered a passion for the Hospitality industry. After working for a local resort and conference center for a few years, he landed at Boston Beer Company where his career took off. Joe’s entrepreneurial spirit led him from the sales team to training and development, human resources, and finally to his current role.
He cites 4Cs for preparing him for his powerful future and helping establish his love of learning and being a part of new ventures.
“Everything I’ve done – going to UMass, studying abroad, starting a career, earning my MBA from Babson College – I can trace back to 4Cs.” Joe says. “I believe I wouldn’t have been able to do any of those things without my experience there.”
Joe’s parting advice to future students?
“Take a class! If your only experience in education is high school, this is a completely different environment. 4Cs is the perfect example of higher education.”
Vice President of Patient Care & Chief Nursing Officer, Cape Cod Hospital
Judith has been the Vice President of Patient Care at Cape Cod Hospital since January 2009. Ms. Quinn joined Cape Cod Hospital as a Staff Nurse in 1976. She is a Registered Nurse and Board Certified in Nursing Informatics. She graduated from Worcester City Hospital School of Nursing in 1975 and received her Bachelor of Science degree in Nursing in 1981 from Southeastern Massachusetts University.
In 1988, Ms. Quinn received her diploma in Enterostomal Therapy from Northwest Community College and in 2003 graduated from the University of Massachusetts, Dartmouth, with a Master’s Degree in Nursing.

George Vasvatekis is President of Northeast Advisors, Inc., a full-service real estate brokerage and advisory service with offices in Plymouth, Dennis, and Nantucket.
A South Shore native and former first-generation college student, Mr. Vasvatekis has extensive experience in real estate as Managing Partner of 1620 Capital, LLC., an award-winning development company, specializing in the restoration and adaptive reuse of historically sensitive and endangered properties. More recently, Mr. Vasvatekis has taken over the ownership and management of the Borsari Gallery on Route 6A in Dennis Village, a well-known historic property and intimate private event space. An enthusiastic supporter of the arts and theater, Mr. Vasvatekis serves on the Board of Directors of “On the Isle,” a theater company and actor’s colony in the village of Siasconset on Nantucket.
Mr. Vasvatekis earned a Bachelor of Science with a concentration in Finance from Bryant University and is a licensed real estate broker in both Massachusetts and New Hampshire. He previously served as a Special Assistant to United States Senator Scott P. Brown and as Vice-Chairman of the Bridgewater-Raynham Regional School Committee.
